The Attached RTF file has a few table in it. 
The tables have heading cells with Hebrew text. When opened in OOo, All the
Hebrew is currect, except for the Hebrew in the heading cells which is displyed
incurrectly as high ansi charachters

I can't reproduce the bug with oo.org 2.4.0 on Debian.

Check it on OOO300m30, the bug is solved. Hebrew headers display as it should be.
