shortcut key unification

there probably should be some work done to move shortcut keys more towards unified scheme between apps. for example, in writer and calc f4 opens explorer/bibliography, in impress and draw - "size and position". sometimes this can be confusing, and i believe there are more cases like this. one principle could be that if applications share some function it should be assigned equal shortcut key in all of them - and if some of them lack particular function then that shourtcut key should not be used there, if possible. if possible, this issue could be used as container for all inconsistent/missing default shortcut keys
