- load the attached bugdoc in PPT and OOo
- the linespacing is different.
- in PPT the line spacing is 1.3 Lines.
- in OOo the spacing is 'At Least 1.28cm'
- when I change the setting in OOo to 'Proportional 130%' The linespacing looks
correct.

SJ->CGU: I do know that we use fixed linespacing in the first paragraph, the
reason is, that we do not insert space before the first paragraph if using
proportional linespacing, we are only able to do so, if we are using "at least".

So this is no bug, removing the feature to replace proportional linespacing with
at least in the first paragraph would increase our layout problems. Try this
with a huge font and a linespacing of 200%.

As long as our outliner is not capable to have the same behavior in the first
paragraph with proportional linespacing I will not accept this kind of bugs.

The target is already 'Office Later'.
I reopen the issue and change the Type to 'Enhancement'.
