When I set default XKB layout to nonenglish (in /etc/X11/XF86Config), hotkeys in
all openoffice.org applications work only in english layout, so if I type, for
example, in russian and want to open document, I press Ctr-O, but no dialog is
opened, insted russian leter apears in document. So I have to switch to english
layout to open dialog by hotkey. But if I set default XKB layout to english
everything is working ok in all layouts. I think it's a bag, isn't it?

please install the laetest OOo release, it contains a lot of bugfixes ans 
enhancements.
