Custom Quotes must be refactored per application.

Issue 4455 was closed in error. It is perfectly ridiculous that I am /forced/ to go to Tools->AutoCorrect/AutoFormat->Custom Quotes every single time I use the application. These options must be refactored per application under Tools->Options.

In the 3.0 beta, the obvious user problem here has been solved by changing Calc to brute-force all quotes from open/close to typewriter form. In the long term, this has the fault that a spreadsheet cannot be made to contain typographic quotes. However, this has a much lower user impact, and should be a new issue, if anyone cares. I'd say this one
To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
