writer: 
when a formula or graphic is selected, it is possible to attach a label field
via "insert-label field" (in the german version it is "Einfügen-Beschriftung")
This label filed cannot be deleted without deleting the graphic or formula.

And: it is possible to add more than one label field, where the number in the
label text is increased, so that one formula can have more than one number (see
number range options, which is "Nummernkreis" in the german version)
