Change ValueSet controls to flat design

The "ValueSet" controls (sets of bitmaps/icons in dialogs, one of them can be selected) are drawn with a 3D borders around each bitmap. The new design should be more flat, means one 3D border around the entire control, and all bitmaps drawn into that border. For example screenshots, see attachments. DR->CJ: Please approve this feature and send this issue back to me. Currently known occurences: * Alignment tab page (i.e. Calc->Format->Cells->Alignment): "Reference edge" * Border tab page (i.e. Calc->Format->Cells->Borders): "Presets" and "Shadow style" I will add more soon...

Additionally all ValueSets will get an implementation to correctly draw the disabled state. See next attachment for an example.
