When I go Tools/Options/Textdocu/general there is an option to align tab stob
position. generally it allows me to center lines with TABs in it. In version 1.0
there was an opportunity to turn this option on as a global setting. From 1.1 it
is available only for the currently opened document. 

I found it a bug, since I suggest it should be available generally. At least I
do not realize any problem associated with this feature.

That's wrong. This option was also not a global setting in OO 1.0. It was
designed to be saved within the document it is used. E.g. it is enabled
automatically when opening a Word document in OO to emulate Word's Tab-Aligning
behaviour (Writer's original one is different). That's also the reason why these
options are called "compatibility" options.
