Filed an internal issue 26775 for the engineer to work on this. Will update as 
soon as they are done.

the modules file was patched. closing issue.

as we discussed on the conference call you know this will cause a mismatch in
your modules file on cvs co as described in issues 26149, 24169, 25125, 25357

this patch may got applied the CVSROOT dummy but it's not contained in the
actual server configuration.
