Problem opening/importing a csv file.

I am using a web application that exports a csv file. e.g. (cut and pasted from the file but with some edits to change the content. When importing into OO values are all over the place. It appears the import is confused by the CR/LF and/or the commas appearing between the text delimiters (ie quotes, ") I have not been able to try this on other OS versions.
Hi, please attach a file which causes your problem to appear. This will make it much easier to track the problem down to it's roots. A quote of such will not sufficent because we do not know that all of the characters, printable and non-printable are carried over. Frank

This is a duplicate of bug 834, filed Mon Apr 30 20:53:00 -0800 2001. It's an old bug, and there are a lot of duplicate bug reports. Any chance we can get this higher on the 'to-do' list? It's creating some serious headaches here.
