None of the other users for my Windows XP box had file associations set up by
the installation program. Only the installing Administrator.

Please have a look at the setup guide. Could be found at the installation files
for OOo 1.1.0. or at http://documentation.openoffice.org/setup_guide/index.html.
There is described how to install OOo for a multiuser environment.
