OOo does not show system print queues on Mac OS X in 10.3 Panther.  Only Generic
Printer appears in the File->Print list.

Upon investigation, the PPD files are not read in after something changes in the Print Center.  For 
example, fi you add/delete/modify a printer after launching OOo, no system printers will appear in the 
File->Print list.  Still investigating...

Problem: priner queues were not getting re-read when re-initializing the PrinterInfoManager instance, 
and therefore there were no system print queues returned from the SystemQueueInfo object.

Patch corrects this for OS X.

Arrrgh, I hate the autoincrement of issues in Issuezilla. This patch is (not
yet) applied nor verified because pl still has a question about it. Sorry for
the confusion
