Toolbars need a drag area that is used to undock the toolbar. During the
undocking, a full window should be displayed until the mouse is released. After
releasing the mouse, the toolbar will get a decoration and the drag area
vanishes. When over the drag area the  mouse pointer changes from pointer to
arrows.  See 6.2 in spec for visualization.

Implemented in CWS docking1. A full window is currently only shown when
taering-off  subtoolbars.
