When I set a background color to span across a line of text, any footnote
anchors within the line of text will not apply the new background color, but
will retain the background color of the footnote anchor character style.

Footnote anchors should be allowed to have multiple text styles in order to
allow this type of application without the footnote anchors standing out from
either the highlighted text or the non-highlighted text.

I consider this to be a defect. 
Footnote anchors should simply apply the character attributes that are set
except the character styles has a different attribute set.

I can reproduce the bug in open office 1.1.4 with window XP/ linuc(redhat 7.3)

the following is the reproducing step:
   1.Open the file, leave the cursor after the word that you want to make a
     footnote; 
   2.Insert footnote from "Insert – Footnote".
   3.Select this sentence; choose "Background" tab from "Format – Character", 
     choose the color and then press "OK";
   4.Open "File - Page preview", this whole sentence apply the new background
     color except the footnote. Also, you can print this page to see the result.

If I use "Format – Paragraph - Background" to set color to the same text file,
the footnote anchor will apply the same color as text file.

Footnote could be set the same color as the text file. It is defect.
