There are no options for line caps and line joins as in PostScript. At the 
very least, square, butt and round line caps and mitre, butt and round line 
joins are needed.

Specified to be implemented in OOo 2.0, see page 5:

Effects all kinds of objects which can have line styles.

This covers only line joins (thanks :-), but not line caps :(

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".

I'm working on this for LibreOffice.
