i cannot get openoffice to restart footnote numbering anew for each chapter, the
footnotes are incremental for the whole document. i would like to start afresh
from number 1 for each chapter, because the book has almost 300 footnotes, and
the long footnote numbers don't look good!
i tried everything imaginable with the global document, but it doesn't work.
i think this issue is an important one.

This is a valid point.  A substantial number of books use this type of numbering
(normally a publisher requirement).  While most do not, a lot do.

Use tools/footnotes and set the counting to "By chapter"
