The behaviour is correct but it is indeed irretating.
We should change the behaviour.
Please have a look.

cl, it is my understanding that one presentation can have two different slide
design templates. From OOo help file:

Drawing-Switches to master view, where you can add elements that you want to
appear on all of the slides in your show.

Title-Displays the title master, where you can set the default formatting for
titles and headings for title slides.

My problem is when i click on view --> master --> title, OOo automatically
allows me to edit the formatting of the *drawing* slides. I want my title slide
to have a different background, formatting, etc. from the rest of the presentation.

A presentation needs more the one slide to get a second (or more) masterslide(s)
to create a several masterslide do the following:
- Change to the slide which should have the new master
- Click on 'Format/Styles/Slide Design'
- Click on 'Load'
- Choose 'Default' or choose a 'Template' from one of the 'Categories'
- Click on 'OK'
- Click on 'OK' again
- The chosen slide have the new masterpage (and template)
