table of content wrong, regression from OOo 1.1.0

some area which is not TOC, numbered by TOC number. and numbering of the TOC 
it self is wrong

confirmed looks absolutly wired on OOo 1.1.1a

MRU->CMC: Higher leveled para styles like Heading9 or Heading7 have also been
taken into Outline numbering, thus the TOC begins with wrong chapter number.
Works with 1.1.0 an 2.0, but not with pp1/1.1.1.
Remaining problems with numbering will be moved into another task (there's no
regression with that).

This is a regression. This must be fixed in OOo 1.1.1. I change the target.

cmc->mru: It is crucial that #111967# & #111955# and anything related remains
working after this fix. 

Fixed in sligofilterteam19 for 1.1.1 and in mullingarfilterteam18 for 2.0

Closed. With srx645m27 document looks like in OO 1.1.0.
