the page is there or should be in cvs. I have  not moved it. and therefore it should publish but is 
not.
I will change the relevant contributing page to point to scdocs and also route this to support for 
inclusion with the other migration related issues.

Support: the page in /docs (the old help files) has gone missing. many pages linked to it.

fixed for this file by readding it. As it happens, i did  fresh co and the page did not appear. hence it 
was not in cvs. an updated analogue (no significant content change) is in scdocs and that is the one 
we should use.

I replaced links to .../docs/* with .../scdocs/*
verified and closing.
