when new issue is created and help for some parameter is needed clicking on 
title opened a window with explanation. now it only opens empty window. tested 
in opera and mozilla. so, i am unable to check out what priority should i assign 
- i choose 1 :)

Prio 1 seems a bit high. P1 is reserved for unavailable major functionality -
but Issue Tracker works :-(

reassigning and lower prio to p2.

I am not able to replicate this defect. In using both Opera and Mozilla I was
able to activate the help pages indicated by a "?" on the Issue Tracker fields.
When the new browser windows opened the "help" pages were not blank but did have
the appropriate instructions.

Is the user logged in when trying to enter an issue? What OS and versions of the
browser are they using?

I'm able to reproduce the problem. I'm logged in and using the form
http://www.openoffice.org/issues/enter_bug.cgi?component=%2ATestproduct

Click on the field title "status" should open 
http://www.openoffice.org/scdocs/issue_lifecycle.html

An empty window opens.
Mozilla 1.4
 (Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.4) Gecko/20030624 ) and
IE6
 (Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.1) )
on Windows XP.

That's odd- now I can replicate the user's experience.
I've opened an internal issue for the engineering group to provide me some
feedback on this issue. I'll update when I've received some commentary from them
