using:
setenv CVSROOT :pserver:fa@localhost:/cvs

and connecting with:
ssh -2 -x -L 2401:localhost:2401 tunnel@openoffice.org

Issue started at around 4:15pm EST, found it was fixed at 4:24pm EST.  Closing
