Currently, Writer *can* create outline-numbered paragraphs in which all lines in the paragraph line up on the left side.  But Writer *cannot* create outline-numbered paragraphs in which the first line is indented and the remainder lines (the non-first lines) are outdented.  This is a basic format for legal agreements.  WordPerfect and Word Pro can do it easily; Word can do it, also, but with a little more difficulty.  Writer seems unable to do it at all, regardless of various paragraph settings, numbering settings, and numbered paragraph styles.
