As root, I downloaded OOo_1.1.0_LinuxIntel_install.tar.gz then:

    tar zxf OOo_1.1.0_LinuxIntel_install.tar.gz
    cd OOo_1.1.0_LinuxIntel_install
    ./setup -net

Logged in as user, and ran /opt/OpenOffice.org1.1.0/setup
It gave an error message saying it couldn't find instdb.ins

directory listing of /opt/OpenOffice.org1.1.0 (ls -AlG)

I can't reproduce. Have you checksummed your downloaded file? Where have you 
downloaded from? Please retry from a different server. Please tell us about your 
system: distribution, file system etc.
