OO should default to system UI font when avalible

This is a spin off of issue #10347 As the fonts that ship with OO are rathere limited, there are cases (esp. for non-roman languages) that the UI font used is a bad one, leading to ugly or even incorrect display of items (tooltips, text in forms etc). Althugh the user can many times work around this by setting OO ui font to system UI font in the prefrences, it is better that we just default to that setting where it is avalible.
SBA: Please note that this brings the risk of using fonts that don't have the glyphs the respective Office language needs. Example: A Hebrew Office on an English Windows system might be the first instace to show that the system font has ugly Hebrew glyphs. Reassigned to Bettina.

A dupe or near-dupe of #11226,#13670,#29242 as well of at least one already closed (INVALID) issue. I really don't think the (IMHO rather constructed) example of using a Hebrew OO on a English Windows should make the user experience bad for the vast majority of users. After all, that's what preferences are for: Catering for stuff that is not satisfied by defaults. BTW I think Accessibility might not be the best place for this option that makes sense for 95% or more of the userbase (after all, who wants not to use the system default menu font in menus?) I hope you are reconsidering this. /ralph
To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
