When a bibliographic reference is inserted into the text, the formatting options
are too limiting.  For example, if a the short name for a reference is set to
Doe (2003), then the only possible references in the text are Doe (2003), (Doe
(2003)), [Doe (2003)], etc.  However, some journals (notably the Astrophysical
Journal) require authors to vary the format of the reference depending on the
context.  For ApJ ther are two possibilities:

1.  ... as shown by Doe (2003).
2.  ... it is well known that 1+1=2 (Doe 2003).

Note the subtle difference in the way the parentheses are applied.  If the short
name were set to "Doe (2003)" then the second case would appear incorrectly as
(Doe (2003)) when additional parentheses are added around the reference.  If the
short name were set to "(Doe 2003)", then the first case would be incorrect:
(Doe 2003) vs. Doe (2003).  

It is not possible to make two different bibliographic entries with these two
different formats since then the reference will then appear in the bibliography
twice.

It would be very helpful if the references in the text could be formatted in
different ways for a single bibliographic source.  I would like to see some very
general formatting as is allowed for the list of references in the bibliography
itself, but applied to individual bibliographic references in the text.

These are useful suggestions. Could you check the Bibliographic 
Project's User Requirments document at 
http://bibliographic.openoffice.org/servlets/ProjectDocumentList 
and check that the proposals listed properly cover your concerns. If not 
please suggest additions or amendments and I will update the document. 
 
Also could you think about how the User Inferface could present these 
options when the user does an Insert Citation - any ideas would be 
welcome. Is there any way via document context the the most likely 
format was presented ?

I believe that my concerns are adequately listed in this document.

I would like to see a way to individually format each citation in the
text using a very general interface like the one used to set up the
reference style in the bibliography.  These formats would need to be
storable since each document might have two or three styles that would
be used throughout, and I would not want to be forced to define a
format every time I insert a citation.  I'd like to set up two or
three or whatever and the then be able to select the format for each
citation as they are inserted.  It might be possible to select the
most likely format from the context, but I would think that this might
be difficuldt and unreliable.  I would rather be able to define a few
and then select the format.

You may want to check the (documentation for the) natbib package for
latex/bibtex, which offers a comprehensive set of commands for all possible uses
of the author-date citation style. For the user interface, I'd like to see an
extra drop-down field titled "style:" offering these variants.

Also, natbib offers ultimate configurability in terms of the appearance of both
the individual reference and the bibliography.
