I (and other authorized users like mh, ms) can't create a new IZ component.
Which page should contain the appropriate link?
Is this a question of permissions?

The link should be http://www.openoffice.org/issues/editproducts.cgi
to add a new sub-components. 
The main components are created at the time of project creation. They
can be deleted but not added through the UI.

Is that a statement that this is the designed behaviour of SC 1.1?
I think that's the description of the bug!
The top level component list for OOo doesn't match the list of projects.
We we would like to have back is the possibility to create components
independent from projects.

This is the behavior on SC1.1  sites. I have entered this as pcn6931
to raise with our IssueZilla developers.

The question is still being asked why this has been removed as well as
the need to replace the link.

Please hold off on adding new components in this manner. Some
parameters are being checked currently within IssueZilla on the
server. Components created this way may have more restrictive
permissions associated with them.

The parameters in IssueZilla have been adjusted so newly created
components will not be associated with a restrictive group.
The link was removed as part of 1.1, MT is looking into a template
change to restore the link in conjunction with the Netbeans upgrade.

This is addressed in the core product code for version 1.1.3, and
should not be a problem for future upgrades.

I'm going to close this LATER, as it's not a currently active issue,
and will be solved in 1.1.3.  I'll be checking this on the staging
server during the upgrade to 1.1.3 to make sure it is working.

fixed, removing from top5 and closing
