Currently the Dialog editor UI is integrated with the Basic IDE. It shares the
same window, uses the same menubars and toolbars. It would be good if the
Dialog editor looked like it was independent from the Basic language.

An acceptable solution would be to allow the basic IDE to handle dialogs, 

TBE this is currently logged as 99468 in internal bug system, can you link it to
this IZ task
