xml 1.1 will be released in those next months.
There is no major difference between xml 1.0 and xml 1.1.
Should start the discussion.

Reporter, we do NOT start discussions via IssuZilla. First it should
be discussed in the correct mailinglist and that would be in this case
dev@xml.openoffice.org. We do not have endless resources and it is
IMHO not very important but I will leave it as "NEW" in sub component
'definition'.

Since the OpenOffice.org file format was developed for XML 1.0, it
conforms already to XML 1.1. Allowing the additional UNICODE
characters that XML 1.1 and other minor enhancements seems not to be
reasonable, because it causes an incompatibility with not much benefit.
