Changing the dependency list of an issue (without comment) generates an "empty"

Created issue 3473 to test this, will edit this issue to be dependent
on 3473, without comment, in additional step.

Tested creating a dependency with test issue 3473. Issue Tracking is
not forcing me to add a comment. It sent a notification the first time
the dependency was added to the issue but not when I removed it or
added the dependency back. The behavior i expected was a mandatory
comment when adding or removing a dependency and an email sent with
each change in the correct format. (The email I received was in the
correct format.) Continuing with testing to confirm steps to reproduce.

Removed dependency on 2213 from issue 3556, did not receive an email.
Added dependency on 2213 back to 3556, did not receive an email.
No comments were required for any of these changes.

Our engineers have determined that this is a core product issue;
requesting a Target Milestone.

This issue is addressed in the 1.2 release, all changes to issues 
require a comment of some kind.  In 2.0, there's an interface to
toggle what actions require comments.

This issue has been resolved in 2.6.6 version of Collabnet Community Edition.
