attached document contains single line.
the text is not aligned to the tab stops, but to something that is not visible. 
removing it & pressing tab at the beginning of the line again aligns the text to 
some invisible location.
format -> paragraph -> tabs -> [delete all] helps to get rid of this behaviour 
(although there are no tabs to delete available for selection)

if i look at this document the frist sign is a tab (set by keyboard), 
if i enable the nonprinting character view i can see that this is a 
tabstop. if i look on the horizontal ruler i see the tabstop sign a 
smal t standing on its head.

in the dialog tabs you can see the manualy set tabs only (set by 
clicking into the ruler), not the ones set by keyboard.
the tabs set by keyboard are in a fix size set in tools -> options -> 
textdocument -> general -> settings -> tab stops

the manualy set tabstops are set in the paragraph dialog or with the 
mouse in the ruler. the size depends on your settings and only for 
every singe tabstop you set on this way (the signs of this tabstops ar 
bold).

hmm. it seems that everything is fine with my copy, too. probably 
restarting oo.org helped, sorry for troubling (previously it really 
was aligned in some weird way)
