It is Difficult to insert line before table at first line or we can say it
impossible, especially for OOo new user. 

you can try it with new file, and insert table, after that try to insert line
before the table. or try with attached file

set to invalid

just set the cursor before the word dificult and press enter, voila a 
new line before the table.

It is something user cannot understand mostly. 
because the action is different when there is line before the table:
it will make another line inside the table.

you also can use alt-enter to set a line before a table. this works 
everytime. greetings jack
