The more native language projects are founded, the more complicated becomes the
list of projects in IssueZilla. I'd prefer to see two paragraphs: 
1. Common projects with the list below
2. Native language projects below the common one with its list
It would make issuezilla bug report more convenient.

agreed, the list of components is not very clear. But there is
currently no appropriate mechanism to sort components. See issue 16402.

Is it hard to add one database field (char(n) or smallint)
representing just a group of projects? And to list the projects with
UNION or several queries?

Sorry, I don't get the idea.
Bur the mentioned issue 16402 would allow a flexible definition of 
the sort order.
