Follow-up of issue #20826.
If the mouse wheel is used for scrolling through a document with chapters and
subchapter, the provided tooltip is flickering.
Seems to be caused by the fact, that the new tooltip is provided at a time when
the previous one is still visible this the same text.

The tooltip is removed in the EndScroll handler which is always called
after the Scroll handler when a scroll event is processed.
