The user should be able to designate templates to appear as document types on
the Quickstarter ContextMenu and on the File->New SubMenu.  For example, suppose
I have a (customized) template for Business_Letter, which I use all the time. 
The Quickstarter should show "Business_Letter" as one of the choices, on a par
with Text Document.  Likewise the File->New menu should offer
File->New->Business_Letter.

The Issue you raised has the status 'New' pending further action, but has not
been updated within the last 4 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
