File->Open->Text CSV opens in word processor, not spreadsheet

I have a CSV file. When I open the file, selecting Text CSV as the file type, the document is opened as plain text in the word processor, not in a tabular format in the spreadsheet as expected. In issue 1834 (http://www.openoffice.org/issues/show_bug.cgi?id=1834) Falko Tesch indicates this is working, but it's not for me.

Hi Brian, I cannot reproduce it with a 638c on Suse 7.3. Could you please attach a document which causes the issue. I have to find out what is specific about your files. Regards, Peter

Both of the attachments hours.csv and hours.txt open in the word processor, not the spreadsheet.
Hi, reproduced the issue with the attached files. The point of failure seems to be the last line in both files. After the file is opened in Writer the last line reads '22299306'. Opened in vi shows '22299306^@,,,' in the CSV file and '22299306^@' in the TXT file. After deleting this line everything works fine. Regards, Peter
What is shown as `^@' in vi is a NULL byte in this case. The spreadsheet filter detection doesn't accept NULL bytes as valid characters in a CSV file. The tool generating those files should be considered broken instead.
