When we change page color, not all part of the documents is changed, only some
part is changed the color, it is not same as in MS Word. 
look attached.

OOo is also able to color the whole page:
- Format - Page - Page
- Set all margins to Zero
- Click the TabPage Borders
- Answer the hint out of print range with yes
- Set all four borders
- Adjust spacing to content
- Close with OK
