In the application for state employment in Texas (enclosed) which consists of a
lot of frames, their position does not correspond when displayed in Word or OOo
Writer.

First frame, right under the seal of Texas is markedly longer and the word
"rules" is repeated twice.

Frame 2 on the left, containing text with bullets, is lacking the last one, "Be
sure to sign and date when completed." line. Same frame is definitely broader in
OOo Writer than in my copy of Word97.

In the same leftmost column OOo displays much smaller interframe spaces and the
biggest frame is much longer than in Word.

Text in the right column, third frame, "Begin with your current or last
position..." is displayed and printed much smaller in OOo Writer than in Word.

Last but not least, shading overall is displayed in a much grosser pattern (see
the last frame with the text "Submitted applications become...") which decreases
readability. Also, the seal of Texas is noticeably cornier when both printed and
onscreen, compared to the output of the Word.

I can Reproduce the problem on 
OpenOffice 1.1 (default Install, US), Win XP Pro Sp1. 
(And MS Office XP Sp2). 
It is real problem

as described by reporter. and also we can look at the screenshot from
word XP which I attach in this Issue, to see the different, screenshot
taken in Word XP.

Frame mislacement on page two is due to the fact, that Writer is not
capable of having negative value for vertical frame position. This
will be solved for OO 2.0.

the word "Rules" is available twice in the mentioned frame. You can
see this when opening the doc with MS Word make the frame a bit wider.

MRU->AMA: The text in the frame beginning "These instructions..." does
not fit into the frame, because Writer and Word have a different
behaviour regarding spcing to content. Word expands the frame when
having internal margin, Writer doesn't.
Also the text in the frame beginning "Employment rules..." looks much
more narrow than in WW, though it has the same properties. But this is
because of the different calculation of the "Small Caps" size
("Kapitälchen" in German).

AMA: The negative positioning of frames is already in progress.
Inside the mentioned frame we have a different line spacing.
Improvement is planned for the OOo 2.0 as well (issue 20195).
The "small caps" we've to investigate a little bit to find a solution.
A question for Caolan: The size of the bullets is different?! It looks
like different algorithmns to determine which size is used. If you
contact FME, he knows our algorithmn, you know the attributes of the
original document, so may be you find a solution.

I mark this one as Fixed due to the fix for Problem "Misplaced frame with text "Submitted applications become public "" and because of the difficulties to handle Bug Reports concerning multiple bugs <http://wiki.openoffice.org/wiki/QA/HowToFileIssue>.

For remaining problems demonstrated by the sample document I will submit additional Bugs, soon.
