ON PAGE 245 OF THE OPENOFFICE.ORG RESOURCE KIT IT SHOWS A VERTICAL TEXT DRAW
TOOL IN THE DRAW FUNCTIONS TOOL BAR.  IN OOo 1.1.0 THE ICON IS NOT THERE.  I CAN
MANUALLY PUT THE ICON INTO THE MAIN TOOL BAR, BUT AS SOON AS I CLICK ON THE DRAW
FUNCTIONS BAR THE VERTICAL TEXT DRAW ICON DISAPPEARS.  EVEN WHEN SHOUWING IN THE
MAIN TOOL BAR, IT IS NON FUNCTIONAL.  tHERE IS ALSO A VERTICAL CALLOUT THAT IS
MISSING IN THE DRAW FUNCTIONS TOOL BAR.

The answer is Tools>Options>Language Settings>Language and enable
Asian Language Support.

This is not very intutive but it works.
