If I import a CSV File with ',' as delimiter and with numbers that have '.' as
decimal separator numers all values <1 are imported as strings, 1 and other
numbers with no decimals are imported as numbers and everything >1 with some
decimals is imported as a date. In the preview of the import all values are
still displayed correctly. The country settings are set to German (with ',' as
decimal separator). If I import this CSV in Excel everything goes fine.

Hi,

this is not a bug !

Excel just interpretes such document according to it's hard coded
settings. OOo will give you the freedom to select what you want. In
the csv preview dialog select the column with the decimals and set it
to US English. The values are loaded as numbers.
