In Impress there exists the menu View -> Snap lines, but it has no menu 
Insert -> Snap lines such as the one in Draw. Thus, you can enable snap lines, 
and control how they are displayed, but you cannot insert any!

Yes, you can. But the entry is located in the context menu. Please do
a right click on the drawing area. The second entry is insert snap
point/line...
But you are right, that this is very inconsistent. 
Reassigned to Christian.. Can there something be done to have the
entry on impress menu, too? Thanks.

Sure there can be something done and as a result we could merge all
draw functionality into impress. But I like to remind everyone that we
choosed to not have all features from draw inside impress since
impress is not a drawing application.

What does user expirience think about this?

In this point we should provide the user a consistent behavior app.
wide. This means we should add the 'Insert Snap Piont/Line...' command
to the Impress Insert menu. The command should be located above 'Fields'.
