On OOo1.1RC5german under Windows95 and WindowsXP I found that if I try to 
insert a pseudo (any
file with picture-file-extension or invalid picture-file) picture-file does not
print an error-message. Just nothing happens. I think there should be an error
message displayed.

Checked with EN-US OOo 1.1 XP - confirmed that no error message is
displayed if a non picture file is selected for Insert/Graphics/From
File...

Should this be the case?  I tend to agree that it should have some
error message.

Reproducible but fixed to OOo 2.0.
The error message will be "Graphic filter not found" also if the
extension is jpg, gif etc.
