The result of  - Send->CreateHTML Doc - has correctly numbered sections in the
first top level page but pages referenced from that page loose the section
number(s) from the referencing page:  ie a HTML anchor to "5.1.1 selectsat"
links to page with "0.0.1 selectsat" as the title. This was with the Styles set
to Heading 3, repeating the export with Styles - Heading 2 - produces "0.1.1
selectsat" This is alos observed in RC5

Please Attach the documents which make this problem, so we can test
it.  (Without the documents, we cannot confirm the problem easily)
Don't forget to cut other part of the documents, so the file size is
small, but we still able to see the problem.
