This Staff Notices sign was created in MS Word 97 and when it is opened in OOo,
the font in "Staff Notices" is considerably different, with the
increasing/decreasing special effect missing. I will include a copy of the file
with this report.

Are you creating that text staff notice in word art ? 
I guess it is word art problem 

I can Reproduce the problem on 
OpenOffice 1.1 RC4(default Install, US), Win XP Pro Sp1. 
(And MS Office XP Sp2). 
It is real problem

WordArt import has to be improved for it. See issue #7221.
