Need to proportionally change font sizes for selected text on a slide.  example:
 selected text contains font in sizes 16, 20, 24 and the user chooses increase
font size option by pressing a button.  the font sizes would increase by 4
points to 20, 24, 28.  Font decrease would work the same way.  No other font
attributes would be changed by this command.

i have checked with 3 of my associates who use the presentation
program.  the ability to proportional changes fonts on a slide is the
one enhancement they really want.  powerpoint has this capability and
it is the only thing we really miss from powerpoint.  it is a great
productivity feature, since we can easily resize text in slides for
the whole slide in one operation.  today we often convert presentation
slides to powerpoint just to get this feature.

I checked this problem in open office. I tried to replicate the same problem in my 
system having windows vista and open office built 3.0 and yes we cant change the 
font size in proportion for specific selected text or slide. This problem is very 
much important considering customer as we can resize text for whole slide in one attempt and we can reduce efforts and time for resizing font.

OOo-dev 3.2.0 DEV300m55
(1) Create a slide with 4 lines of text. My text is "28" (at 28 points), "24" at
24 points, "20" at 20 points, and "16" at 16 points.
(2) Select all of the lines. Press the Increase Font button and the text sizes
increase. 28 becomes 32 points, 24 becomes 26, 20 becomes 22, and 16 becomes 18.
These map to the next higher font size in the dropdown list of font sizes.
(3) Select all of the lines, click the Decrease Font button and the text returns
to the original sizes (28, 24, 20, 16) and click again to get 26, 22, 18, and 15
points respectively. These again are the font sizes in the dropdown list

This looks like exactly the behavior that I would expect and is entirely
consistent with my experiences with other programs.

If there was a bug in 2003, I think it has been fixed.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".

I’m able to confirm that the new “increase/reduce font” feature has been added to the Impress since at least OpenOffice version 4.1.1. The steps I used to confirm this are similar to the ones outlined in Comment 5 made by cemkaner. The increase/reduce font size buttons work fine with multiple lines of text at various font sizes. The observed behavior is consistent with user’s desire as well as my experience with another comparable product. (I check with MS PowerPoint 2010). 

Looks like this enhancement is a duplicate of issue 8824.

Test environment: AOO411m6(Build:9775)  -  Rev. 1617669 2014-08-13 09:06:54 (Mi, 13 Aug 2014) on Windows 7 - 64 bit.

While confirming this issue, I found 2 new related bugs and have filed them in in the Bugzilla tracking system. -- issue 126247; 126248
