When I change the Default language from English (USA) to English(UK) it will 
only remain active for that single document despite that "For the current 
document only" checkbox is not selected.  

Tried changing the regional setting in windows control panel but it still 
defaulted to english (usa)setting after changing it and quiting OO and 
restarting the app.

test description:
under menu "tools -> options -> language settings -> languages -> 
default settings for documents" set default for all documents to 
english uk. closed the dialog
closed OOo, restart OOo called the dialog again. default language is 
still english uk

retest with OOo without any document startet. set default language to 
german. restarted OOo the default language is still german

this settings remain here on all systems i tested it on -> windows xp, 
linux and solaris

i can not reproduce this

can you please reinstall the office and test this issue again?

Tried it on another machine running Win98se and it works properly.

The original PC still has this trouble and I cannot find a solution 
but no other computer appears to be able to replicate the trouble.

hello queball, cann you tell me the local settings of this special pc, 
is there any difference between this pc and the other one that does nt 
have this problem? maybe a newer ms-browser, installed support for 
other languages?

I had the same problem with the extra Dutch spelling files, after
upgrading from Ooo 1.1beta on Windows 2000 and Windows XP.
I followed the workaround explained in Issue 15362 and now it works.
