The text of the header of this document is shifted out of place when imported
into OOo RC4.

Thanks for your submission.
I've got a look at the document with MS Word 2000/MS Word XP and get a
little bit surprised: The document has a *negative* page top margin
and, if I activate the page header, its height seems to be the whole
page. If I changed the view option in MS Word in order to view 'tab
characters' and 'paragraph marks', I figured out, that the page header
contains two additional empty lines with tabs. These lines 'overlap'
in MS Word with the body text.
Further investigations reveal that with a positive page top margin the
document body starts after the page header and with a *negative* page
top margin (-Xcm) the document body starts Xcm below the top page
border ignoring the page header height. This is a 'feature' in MS
Word, which we doesn't support, and it needs some more investigation.
Thus, new issue type, new priority, set target and assign to BH.

my owner to the owner "requirements".
