Unlike in Writer, Draw (and Impress) do not provide for the ability to draw 
borders around raster images. Support for this will improve Draw's ability to 
act as a page layout application, replacing the need for Microsoft Publisher.

Please have a look at the current version of OOo. Now you can define a border by
setting the line style. Does this solve your requirement?

I guess it's time to close this. Yes, the "line" options do provide for basic
functionality. I would still consider renaming it to "border" in this case, as
it would be a more user-friendly description.
