using RTF format.  I change footnote anchor format but the change is not 
retained for the next session with the document.  Also, clicking on the anchor 
does not move the screen to show the footnote; instead, it opens the footnote 
edit screen.

can you please give us a step by step advise what you did. an maybe 
two documents, one in the rtf format with all the changes and on in 
sxw with the changes and what you expected to see in the rtf-file
