The example in the Numbering/Bullets screen shows the correct behavior, but 
the footnote in the document is wrong: 1st line number to text distance 
ignored in document.  Set "Spacing to text" to 0.00" and "Minimum space 
numbering <-> text" to 0.5".  The 1st line text ends up against the number 
instead of indented by 0.5" from the number with the wrapped lines at the at 
the left margin.

The footnote settings are not done in Format.Numbering; footnotes are
a special case. The indents for a footnote are applied via the
paragraph format. Other number settings are done in Tools.Footnotes.
If I got you wrong, please attach a document, which shows the problem,
to this issue and give a more precise description.
