When adding new print devices (I tried both fax and an HP printer), the initial
scale is set to 1%. More desirable is that the scale initialize to 100%.

To replicate the bug:
1. Start the printer admin utility.
2. Create a new printer with any PPD.
3. After "finishing" the new printer creation, edit the properties.
4. Click the "Paper" tab.
5. Observe that "Scale" is set to 1%.

(This may be a hold over from OO 1.0 where scale was expressed as a factor, not
a percentage. With 1.1, it seems to be a percentage.)

cp->pl: please check, looks like a UI error (if any), otherwise almost
nobody would be able to print something reasonable.
